01/05/25 – ST CYRUS PEDESTIAN CROSSING UPDATE
Dear St Cyrus Community Council,
Thank you for your recent emails regarding the proposed zebra crossing of the A92 at St Cyrus which have been passed onto me by Fiona. I can provide the following update to the Community Council on the project.
The Council is required under Section 23 of the Road Traffic Regulation Act 1984 to give the public notice of a proposal to establish a pedestrian crossing. Prior to the public notice being issued, we informed local Ward Members and the Community Council of the proposal, and I am aware that you have received this information. The public notice period is live from 31.10.25-14.11.25 and is advertised via a notice displayed at the site and was published in the Mearns Leader on 31.10.25. The purpose of the notification period is to inform the community of the proposals and allow feedback to be received. All feedback received to date has been reviewed and whilst we note the comments, the points raised have already been considered during the development of the crossing design.
Aberdeenshire Council’s Strategy Manager met with Ward 19 members last week to provide an update on the scheme development. I attach a prepared briefing note which will hopefully provide further background information and explain why the crossing has been positioned at the location proposed, and why other locations suggested will not be possible.
I note your suggestion of a site meeting to explore other options, however as you will see the design considerations have been presented in the attached briefing note, and we are satisfied that the option presented in the proposal is the most suitable option and that the location complies with our Pedestrian Crossing policy.
Thank you for your engagement on the proposals, we will continue to review all feedback received during the public notice period.
05/11/25 – Aberdeenshire Council pavement parking enforcement release 3.11.25
Please find attached a media release confirming Aberdeenshire Council’s move into the enforcement phase of the pavement parking ban. This follows a significant period of education across the region during which more than 1,800 warnings were issued in a bid to encourage drivers to change their parking habits.

Please find attached a design drawing for a new zebra crossing proposed for A92 St Cyrus. This proposed crossing is to be situated between Ecclesgreig Road and Beach Road and will improve safety for school children and other pedestrians crossing in this area.
A notice of the proposal in accordance with sub-section 23(2) of the Road Traffic Regulation Act 1984 will be issued shortly giving the public notice of the proposal.
16/10/25 – Bellrock Offshore Wind Farm – Project Update Letter and Upcoming Virtual Consultation
Bellrock Offshore Wind Farm Limited is developing the Bellrock Offshore Wind Farm (the Bellrock Project), located 120 km to the east of Stonehaven. In April 2024, Scottish Ministers may have invited your organisation to comment on the Bellrock Project’s Wind Farm Development Area (WFDA) Scoping Request (which can be downloaded here: https://bellrockwind.co.uk/library/bellrock-wfda-scoping-report/). A Scoping Opinion was subsequently issued by Scottish Ministers on 8 August 2024.
Please find attached a consultation letter which outlines the key updates on the Bellrock Project since Scoping. As we progress the Bellrock WFDA Environmental Impact Assessment (EIA) this year and expect to submit the WFDA consent applications around March 2026, we welcome comments on these updates and also invite your organisation to join our virtual consultation in November.
The virtual consultation event can be accessed via the Bellrock Project’s website (www.bellrockwind.co.uk) from 10am on Monday 17 November 2025 and will include a number of live Q&A sessions with our development team. We invite your comments on the consultation to be submitted no later than midnight Sunday 30 November 2025.
The virtual consultation event will provide information on, and provide an opportunity for you to provide feedback on, the following matters:
- Updates to the design of the Bellrock Project;
- Details on the preliminary environmental impact of the Bellrock WFDA;
- Updates to some EIA assessment methodologies; and
- The Bellrock Offshore Transmission Development Area (OfTDA), Area of Search.

16/10/25 – Movement towards a Sustainable Estate – Phase 3
The Learning Estate Strategy, Movement Towards a Sustainable Estate was agreed at Education and Children’s Services Committee on 1 February 2024. Subsequently engagement with the Banff, Ellon, Meldrum, Mintlaw, Turriff and Westhill Clusters has taken place.
Today at Education & Children’s Services Committee it was agreed that officers should commence engagement with the Kemnay, Laurencekirk and Peterhead clusters.
An infographic and survey will be sent to the schools and Parent Council Chairs within these clusters in early November. A copy of the information will also be forwarded to Community Councils.
Officers from the Learning Estates Team will be inviting you to attend an online meeting at 6.30pm on 13 November 2025 to discuss the information. A link to the meeting will be provided prior to the meeting.

02/10/25 – Essential maintenance work on A90 Upper North Water Bridge begins Monday 13th October
Amey is undertaking essential maintenance on the A90 Upper North Water Bridge located between Stracathro and Laurencekirk from Monday 13th October.
The bridge carries A90 trunk road traffic over the River North Esk at the border between Angus and Aberdeenshire.
The maintenance work, which Amey is undertaking on behalf of Transport Scotland, will include resurfacing, waterproofing, bridge joint replacement and safety barrier upgrades on the bridge’s southbound carriageway.
This essential maintenance is required to maintain the safety and integrity of the bridge and is scheduled to last for 10 weeks.
To ensure the safety of roadworkers and motorists the essential maintenance will be carried out using a contraflow, with one lane running in each direction on the northbound carriageway.
The contraflow will be in place from approximately one kilometre south of Upper North Water Bridge to 750 metres north of the structure.
Traffic travelling northbound on the A90 will still be able to enter and exit at the Edzell/Fettercairn/Edzell Woods junction as normal.
Traffic travelling southbound on the A90 will not have access to this junction during the work. Traffic can continue south to Stracathro, where they can turn and access the A90 northbound.
The work will benefit more than 18,200 vehicles who use this route each day.
Please note, all schemes are weather dependent and may be cancelled or rescheduled if weather conditions are not favourable.

These services include maintenance of motorways and trunk roads, the design of road safety schemes, looking after bridges and structures, as well as inspections to ensure the routes remain safe and well maintained.

26/09/25 – 20mph Speed limit
As you may have seen, we have issued a reminder around the roll-out of the new 20mph programme this coming Monday (Sept 22nd).
We’re encouraging people to familiarise themselves with the streets being made 20s and we have maps for all villages and towns and FAQs for sharing at https://www.aberdeenshire.gov.uk/roads-and-travel/20mph
As you know, the roll-out follows the Scottish Government’s commitment to see all appropriate roads in built-up areas having a safer speed limit of 20mph by the end of 2025 and all associated costs are being covered by Transport Scotland.
Most housing developments built from 2000 onwards already have 20mph limits or speed-reducing measures such as road humps.
The new 20mph programme extends these limits into village and town centres and other roads where there is a good case for lowering the speed limit.
We’ve set up a monitoring programme from the start of the 20mph roll-out to monitor road traffic speeds, road casualties and public perceptions. We will compare speed surveys from before the introduction of the 20mph and afterwards to measure the immediate impact.
We will also continue to monitor the 20mph network to determine speed and casualty trends over a longer period of time and consider adjustments if necessary.

Following requests received, including those raised through the bus forum held in Stonehaven on 28 November 2024, Stagecoach East Scotland have confirmed minor timing changes along with the revisions listed below on the commercial service X7 (Dundee – Aberdeen via Montrose and Stonehaven) to be implemented as from 24 March 2025.
- All southbound journeys will be re-routed from the A92 via the unclassified road past Stonehaven golf club to serve the bus stop located at Cowie (Stonehaven) following requests by residents.
- All northbound and southbound journeys will additionally serve the bus stops located on the A92, at and opposite West Park, Inverbervie. Currently the service only serves the two bus stops located in the north end of the settlement.
My apologies to those on the Kincardine & Mearns Area Bus Forum Correspondence List for if these changes to the Service X7 (Dundee to Aberdeen via Montrose) do not affect you.

I am emailing to advise of upcoming public engagement events for our Kintore to Tealing 400kV overhead line connection project.
Following the public engagement events regarding potential and alternative alignments in September/October 2024, we are preparing to host a further series of face-to-face drop-in events across the project route.
What we are engaging on
During our upcoming events throughout February and March 2025, we will be sharing our final proposed alignment for the overhead line between Kintore and Tealing and indicative tower positions, presented in our visualisations. You can submit your final formal comments to us before our feedback period closes on Friday 28th March.

Advertising the events
We will shortly be issuing a mailshot to over 56,000 properties advising of the events, and we’ll also be advertising in the Press & Journal, The Courier, Angus County Press & West End as well as sending out a notification to all stakeholders signed up for updates, advertising on our social media channels and distributing posters locally.
We know local community Facebook pages are a great tool for sharing information regarding upcoming local events and therefore would warmly welcome Community Councillors to share copies of our poster (attached) online or locally.

Report on Consultation
We will be publishing our Report on Consultation shortly, which documents the last round of consultation process undertaken in September and October 2024. The Report on Consultation will be available to download from the Documents tab of the project website as well as a summary report. We will update you when this has been published.
As a Community Council we will be again offering a briefing call on the Report on Consultation to discuss any questions you may have. We anticipate this would be in early February.

Following the publication of the Report on Consultation, we will be hosting a stakeholder webinar on Tuesday 4 February between 2pm and 3.30pm, within which members of SSEN Transmission will provide:
- A recap on the history of the Pathway to 2030 overhead line projects to date
- An outline of the key highlights contained within the Report on Consultation
- Detail what can be expected from upcoming consultation events and submission of planning applications
- Advise of how we would approach moving from the development to delivery phase should planning consent be received.

The ASAT team are trying to promote Pension Credit to Aberdeenshire residents who are state pension age or older and encouraging them to apply. The reason for this is that as well as many other benefits of having Pension Credit, they would be entitled to the Winter Fuel Payment. Customers need to apply before December 21st.

11/10/2024 – Kincardine & Mearns A2B dial-a-bus Revisions from 28 Oct 2024
We would like to to advise that due to a change in the drivers allocated to the two Council minibuses that operate the Kincardine & Mearns A2B dial-a-bus services, it will be necessary to revise the A2B dial-a-bus services from Mon 28 October 2024.
All the existing A2B shopper services will be maintained with minor timetable changes that should have very little effect on passengers.
The more significant impact relates to the Stonehaven Town service which will need to be reduced from three days to two. The normal town service will be withdrawn on Thursdays, which has lowest usage of the three operating days with an average of only five passengers per day, but customers can opt to travel on Wednesdays and/or Fridays instead. On Thursdays we should be able to offer some transport in the town during the early afternoon. If travelling for shopping on Thursdays, Stonehaven residents have the option of travelling by A2B minibus to either Newtonhill (Tesco) or Portlethen (shopping centre).

The Aberdeenshire Local Action Group is offering advice and support opportunities for:
- Community groups wishing to develop new routes and paths in their local areas
- Business planning and financial consultancy support for third sector organisations, social enterprises and local charities
Applications must be submitted by 20th October 2024.

Community path and route development
Community groups can benefit from specialist active travel and path development consultancy, in order to develop new routes in their area.
Groups will be offered around 10 to 15 days support from a consultant to develop a selection of the following:
- Identifying and undertaking option appraisals/feasibility studies on selected routes
- Path survey and design work, including drawings and specifications
- Cost reports and estimates, including bills of quantities
- Preparing, issuing and evaluating tender documents
- Engineering studies (such as bridge design, drainage)
- Mapping work using GIS where required (such as production of route maps)
- Negotiation with landowners and drafting landowner agreements
- Planning advice and the submission of planning applications (planning fees would not be part of the contract)
Paths must be located within Aberdeenshire, excluding areas within the Cairngorms National Park.

Business planning and financial consultancy
Business planning and financial consultancy support is available to third sector organisations, social enterprises and local charities.
The exact nature of support will be determined by each organisation, but could include:
- Analysing current operations and business models
- Assessing expenditure and making recommendations for efficiency savings
- Identifying opportunities for increasing revenue
- Assessing and analysing staffing resource and structure
- Making recommendations for investment and identifying funding or finance opportunities
- Developing and preparing organisational or project business plans
- Developing and preparing business cases for specific projects
- Providing general advice on operations, finance, management
The consultant will provide a fixed number of days support (up to 10) to each selected organisation between November 2024 and March 2025.
Organisations must be located within Aberdeenshire, excluding areas within the Cairngorms National Park.

23/08/2024 Aberdeenshire Local Development Plan Evidence Report Topic papers
National Planning Framework 4 and the Local Development Plan Guidance provides us with a general framework for the issues that the Local Development Plan should contain and the types of information that it should consider.
We are also required to ensure that we engage with people on the compilation of the Evidence Report.
In response to these instructions, Aberdeenshire Council is producing themed “topic papers” on each of the subjects we are required to consider. We are publishing these to make sure that we have identified and examined the right information, and that our conclusions on what that information might mean for the content of the Local Development Plan is appropriate.
We would like to draw your attention to three new “topic papers” that we have published on the EngageAberdeenshire LDPHub on which we would welcome your views.
This is your chance for your Community Council to get involved in this process and tell us what information we should be considering. It is also an opportunity for you to consider what the implications for the overall strategy of the Local Development Plan might be, whether you agree with our conclusions on this, and the criteria we should be using to influence that decision.
We have just published topic papers on :
that explores the evidence relating to Community Wealth Building within Aberdeenshire. Zero Waste, that presents an analysis of the datasets considered essential for understanding and improving Zero Waste (reduce, reuse, recycle) in Aberdeenshire. A formal part of what we must do is to submit our Evidence Report to the Directorate of Planning and Environmental Appeals for assessment. This assessment will look at those matters where people such as yourselves “dispute” the evidence that we have collected and will examine whether there are additional data sets that should be included in the process. We would like to think that we are comprehensive in our collection and assessment of evidence, only considering information that is appropriate to the Local Development Plan and that is sufficient in its scope to add value to the process.
After the consultation period for each topic paper of six weeks we will review the comments made and consider any actions that we may need to take to improve our data and its interpretation. In those cases where we cannot agree with views presented on the data that we have examined; we will record disputes for transfer to the Evidence Report Gate Check assessment. We will publish a report of the views submitted and our response after the close of each survey, again on the Engage Aberdeenshire LDP hub.
It may be that you have no interest in the topics that we discuss, and that is perfectly OK. On the Engage Aberdeenshire LDP hub we present a summary of the issues that are raised by our analysis, as well as access to the full topic paper. Here you will be able to read these to see if the matters considered are relevant to your interests. The scope of all the topic papers that we will be producing has been published in our Development Plan Scheme 2024-25, approved by Infrastructure Services Committee on 16 May 2024.
We think that the Local Development Plan is an important strategic document that will influence where we all live, work and play, and helps us to come to a view about where the right place is for new development, and what we should be trying to achieve within our communities over the period 2029 to 2039. I hope that you too can recognise that value and choose to participate in its content.
23/08/2024 – SSEN Transmission publishes report on the public consultation undertaken in March and April 2024 on the proposed Kintore to Tealing 400kV overhead line
We have today published our report on the public consultation we undertook in March and April 2024 on the proposed Kintore to Tealing 400kV overhead line. This ‘Report on Consultation’ confirms the overhead line routes that are now being taken forward to the next stage of development and includes community and landowner proposals around Careston, Drumoak and Echt.
These stakeholder-led proposals are now being progressed in parallel with other overhead line route options that were consulted on in March and April 2024. Potential overhead line alignments along the full Kintore-Tealing route are being finalised ahead of the next round of public consultations which are scheduled to take place in September and October.
The Report on Consultation is now available to download from the Documents tab of the dedicated project website and provides a summary of the extensive feedback received, how that feedback has been considered and confirmation of which overhead line routes are now being taken forward to the next stage of development. As well as the full report we have also published a summary report.
